BLE conducts inaugural training of trainers on public employment services

The Bureau of Local Employment (BLE) conducted its inaugural training of trainers on public employment services with DOLE regional implementers at the Summit Galleria Hotel in Cebu on 05-09 February 2024.

The training of trainers will serve as a guide to DOLE regional employment focal persons, the Public Employment Services Office managers and staff, and other stakeholders in providing efficient and effective employment services to the Filipino workforce. This is also in line with the Department’s thrusts and priorities under the Philippine Labor and Employment Plan 2023-2028 and the Five-Point Agenda for PESOs.

Present during the training were Undersecretary Carmela I. Torres, Assistant Secretary Paul Vincent W. Añover, BLE Director Patrick P. Patriwirawan, Jr. and DOLE RO7 Regional Director Lilia A. Estillore. Meanwhile, BLE officers and staff served as trainers, facilitators, and co-organizers.

Regional Director Estillore welcomed the training participants and expressed hope that the training would become meaningful as they execute their roles in their respective regions. In her message, Undersecretary Torres said that the training of trainers was formulated to become an avenue where DOLE can improve the capacities of regional implementers, share knowledge, and implement best practices.

“Our commitment to a robust capacity building plan remains resolute, aimed at elevating the capabilities of PESOs in delivering timely and effective public employment services,” Usec. Torres added.

The training covered topics on Public Employment Services, Career Development Support Program, Labor Market Information (LMI), youth employability and emergency employment programs, and tailored interventions for target groups. Said topics were included in the training modules which may be utilized by all DOLE Regional Offices in the capacity building of the Public Employment Service Offices (PESOs) within their respective jurisdiction.

Usec. Torres, who also served as the first speaker on the training and training methodologies, emphasized that the DOLE will embark on a comprehensive exploration of best practices, emerging trends, and innovative strategies that are reshaping the landscape of public employment services.

Participants were engaged in various interactive training methodologies such as role playing, question and answer sessions, small group discussions, game-based training, and action plan. The training also allowed participants to conduct role playing activities particularly in assisting jobseekers on how to register to the PhilJobNet, assess jobseekers’ profile, and engage with employers.

During the training, participants were tasked to develop their individual and group action plans which they will implement in their respective regions.

“Let us embark on this inaugural training of trainers with enthusiasm, dedication, and a shared sense of purpose as we lay the foundation for a brighter future for public employment services in our country,” Usec. Torres added.

The BLE will continue to improve all its developmental interventions to ensure that all implementers at the regional and PESO-levels are equipped with the knowledge, skills, and abilities to effectively deliver public employment services.

Training participants will serve as trainers and resource persons for the regional capacity building activities on public employment services and other related activities across the country.
